Out of the box it doesn't qualify for the top spot in terms of cooling and performance, due mainly to a bad heatsink design on the CPU and bad heatsink quality control. Its stock BIOS also leaves much to be designed and is designed to throttle. BUT. There exists Prema BIOS (and soon vBIOS) mods for it, which you can get by buying from a Prema Partner (or maybe due to a collaboration idea Prema had with OBSIDIAN-PC which, while not legally able to partner with him, supports him and is one of the two places one should buy a P870xMx machine from), and there's two vendors that fix Clevo's bullshit. OBSIDIAN-PC (EU) and HIDevolution (US primarily, sells worldwide with international warranty policy) both do lots of great work. Origin-PC can be ignored entirely, they're overpriced, underwhelming, and just plain a bad vendor to get Clevo from. Even if they dropped their price on that thing by $1000 flat out it wouldn't be worth it buying from them. HID and Obsidian delid your CPUs and apply liquid metal TIM underneath (for free), apply a shim to the CPU heatsink (OBSIDIAN solders, HID I think uses LM for adhesive) to improve contact, HID undervolts & overclocks your chips so 7700Ks all come 4.7GHz standard and 7600Ks come 4.3GHz standard, OBSIDIAN will lap the heatsinks for you to get best contact, both of them use thermal pad arrangements for better contact on the GPUs so cooling works best, they remove part of the dust filter so that you get the second fan having access to air properly, among other things. They're the only place it makes sense buying those things from, unless you want to do a lot of manual tweaking yourself. Since Coffee Lake is going to be on the LGA 1151 socket, and is rumored to be hexacore in mainstream, you can also slot that in (with a BIOS update, probably Prema BIOS only on P870DM3 though). Modularity and upgrade-ability and RAM support (though some heavy tweaking may be needed to get it to work) is the selling point and benefits.
