Ok look I'm not rich I'm 18 and work at dominoes also I don't have a lot of patience. With that in mind whats the best cpu I need one for video editing and graphic design? Nothing over 250. If ya have any wonderful laptop suggestions under 700 that would be cool.

Second hand, Canadian Rupees.  This is very common in  Ottawa and similar deals can be found on ebay  with patience.  use the tags 860m,879m,950m,960m or 970m on ebay and choose price + shipping lowest first.  Then wait  for a good deal to come by.

That is  probably a thing of the past with R5 coming out.  Why get a quad core w/o HT when you can get one with HT for the same or less?  Games are using more and more cores and I feel bad for anyone  who buys an i5 RN.  Besides, a locked i7 7700 outperforms an i5 7600K.  The 7700 costs way less as well.

yeah, but the R5 will probably have less clock frequency, making it worse for gaming

Same thing applies for R5.  The unlocked i5 is still a bad choice in 2017, and will only get worse in the next couple of years.  The lower clocked 7700 outperforms a 4.9Ghz i5 7600K, at $30 cheaper!

Also, gaming isn't the use case.  An i5 is the worst possible option other than an i3 or pentium...
