Yes. Whether fan control is supported generally depends on the header that's powering the fan and not the fan itself.

3pin fans can also be controlled via pwm albeit different than pwm for 4pin fans.

I've tried before with another CPU cooler which also had 3 pins and that one seemed to run at a constant rpm so is there like any other way to control it since my mobo is really trash? (Btw I don't have the "new" CPU cooler with me, I'm just trying to make sure if I buy it, I'll be able to use it efficiently)

There may not be.

if the motherboard doesn't have a way to set fan speed in the BIOS and has no desktop utility, it's probably not possible.

Considering its OEM board with OEM cooler, it might have some controls. Can you access BIOS? And if not, have you tried with Speedfan?
