Transcoding 4k for Instagram? Best method?

This is for a friend, I'm their pc guy so I get all the questions, unfortunately I've only done very basic video editing. 

 

He's trying to find the best solution for preparing high quality 4k shorts that are optimized for Instagram, I'm waiting on him to message me back about what software he currently uses, but if anyone has good software/method tips that would be much appreciated, and hopefully it will benefit someone else as well. Even if you would just like to redirect me to the info on Google that would still be appreciated.

Don't bother.. Instagram is mostly a mobile platform viewed on cell phones, If anything he should be posting teasers which link to the videos, you make me use my phone data on instagram to watch a 4K video I'll un sub so damn fast. Its overkill. 

Also tell him he must learn to do it himself ! my cousin is a Global GoPro ambassador and Full time youtuber and not someone I'd call techny but has learnt and done everything himself as he wants to be bigger, motivation.
