Help! Stuck on resetting PC

It has already gone pass that phase, it's just a placeholder for it because there's no other image, I think.

 

And yeah if I press them when the computer boots, it works.

Go onto a different PC, make a bootable USB, now back to your PC click F11 select bootable USB as your main bootable drive and restart.
