are you sure the power button is hooked up correctly?

try turning it on manually by shorting out the PWR+ and PWR- pins on the motherboard.

Does it just not turn on when you press the button?

 

Or does it turn on and then turn off?

 

If it's the first, you put the cables wrong :P (take the front panel cables off and try turning it on by shorting the two pins that connect to the power button connector)

 

If it's the second, the first thing I would recommend is taking the system out of the case and verifying it on a cardboard box.

Also I think I might have connected the power switch cables wrong but I'm not sure how to check. 

I initially turned it on but i didn't have the monitor plugged in so I turned it all off and plugged in the monitor and it hasn't turned on since.

you probably didn't wire your case power button into the motherboard correctly.

 

take out the connectors from the case power button, short out the PWR+ and PWR- pins on the motherboard, and then it will most likely boot.

connect them with something metal like a paperclip or screwdriver

Your motherboard needs the bios updated. Your using a kaby lake cpu with a motherboard that was originally for skylake. You can either purchase a cheap skylake cpu or take it to a computer shop and have them update the bios.

Just to clarify. The motherboard needing an update would cause the system to not turn on at all? 

What's the cheapest Skylake processor? And will simply booting it with that processor update it?

The cheapest skylake cpu I'm unsure at the moment as I'm on my phone in the doctors office right now. But you would need the skylake cpu to boot the machine. Downlaod the new bios and follow the instructions by your mobo manufacturer to update to the latest bios. Once that is done you can simply swap to your kaby lake cpu and boot right in.
