Hardware Reserved Memory

So after many RMAs my PC is working again

or so I thought

It turns out 8.05 GB of my RAM is hardware reserved. (7.95 usable)
I tried resetting my bios

clearing cmos

switching the DIMM slots

Clean installing windows

Updating my BIOS

Im not sure what else I can try

Is there anything I can do the rest of my RAM back?

I also want to note I used all 16GB of RAM on my mobo before the RMA.  Its the same kind of mobo just not the exact same mobo

All 16GB is recognized by bios and is working.

All 16GB is recognized by bios and is working.

You know when the DIMM slot is malfunctioning but still acknowledges the inserted memory Windows will label it as hardware reserved, if all sticks functions well in another motherboard this could mean your motherboard just has a faulty DIMM.

But what are the odds that all the DIMM slots are malfunctioning though?
Because Ive tried the 1 - 3 config and the 2 - 4 config

I have seen cases of dual channel getting compromised due to one of the DIMM's being faulty, but then again it could be anything...
