Most likely it's playstation's servers not proviciding 250Mbps.

Probably a combination of the fact that console makers suck at hosting servers/services and that wifi connections are not something I would normally consider to be very fast. (If you are in fact on wifi)

Test on a computer using both speedtest.net (tells you your connection speed when using a single stream) and dslreports.com (tests your connection using up to 32 streams at once, to confirm what your true total internet speed is)

 

The bandwidth you pay for from your ISP is just what you are allocated from them - not all services and servers can reach high speeds with a single stream, because the service/server may not have enough bandwidth on its own to devote to you. Even on speedtest.net, many of the servers only have single gigabit connections, meaning that if 10 people test from that server at the same time with very fast connections, they could only get a max of 100Mb/s each.

you can receive 250Mbps, but Sony servers can't send 250Mbps... That's the problem.
