Hello! I needed some help choosing out parts for a new $1400 PC.  It's for a friend, and this will be his first build. He needs all peripherals with it as well, besides a headset.  The build is only for gaming, nothing else, and all he plays is Overwatch.  He does need WiFi on the board as well.  IDK which parts to choose that would be easy to maintain and be easy to build.  I do know he wants a 144hz monitor though, he plays super competitively.  Thanks!

Oh and a friend of mine is selling his EVGA 1070 SC for $300 I was considering on buying for this build.

This is probably what I would go with.  The CPU is way overkill.  April 11th AMD releases their Ryzen 5 CPU's which will cost a lot less and probably be closer to your friend's needs.  And you can maybe use the money saved elsewhere.  Also I dunno why this mouse is so expensive right now, Logitech is selling it for $39.99 from their website.

He has no reason to buy a Ryzen CPU.

$436 for your Intel CPU+Cooler+Motherboard combo versus $417 for the Ryzen combo (Yes I don't include an aftermarket cooler, because it's not needed. Bitwit did a video showing that he was able to overclock to 3.9 Ghz with the stock cooler and still have amazing temperatures).  And you get double the cores and threads.  It seems like a no-brainer.  And like I said, wait until April 11th and he can get one of the 4-cores or 6-cores and save a boat load of cash and use that for something else.

However I did miss the wifi requirement, although wifi cards aren't that expensive.  Here's one for $30, which is the updated version of this popular card.

With the addition of the card it puts your build over mine. And at the moment I cant and wont suggest a Ryzen cpu to a pure gamer because of its poor 1080p gaming results. Further, the awful latency on its L3 cache has more or less nulled its ability to effectively use more than 4 cores in gaming. Also, the 3.9-4.1 overclocks have been achieved on X370 boards and not B350. B350 boards do not offer the overclocking stability of X370.

Lol a bit of an exaggeration.  And please show me evidence of B350 not being able to overclock to 3.9 because that is pure fud, the extra overclocking features on x370 are pure overkill and only required for LN2 overclocking. At least 5 b350 motherboards in the top 15 highest Ryzen overclock scores:

http://valid.x86.fr/top-cpu/414d442052797a656e203720313730302045696768742d436f72652050726f636573736f72

Also, the latency problem you mention is minimal at best, and can be corrected with game developers optimizing their games for Ryzen, but even without optimization, like I said it is minimal, a couple % FPS at most.

The stock Ryzen 1700x and 1800x beats the 7600k easily in every Techspot benchmark. Even if you overclocked the 7600k to 4.6 ghz, resulting in a 10% higher clock speed and you added 10% to the FPS numbers it would still fall behind(which wouldn't actually happen, it would be less but I'm being generous, for example the 7600k is 300 mhz faster than the 6600k but results in less than a 1% gain in all the benchmarked games.)

In the OP's main game, Overwatch, Ryzen gets significantly higher fps minimums for example.

http://www.techspot.com/review/1345-amd-ryzen-7-1800x-1700x/page4.html

Also the Wifi module on the board you chose is half the speed of the add-in card that I recommended, and probably less range as well.
