Personally I prefer Gigabyte rather than Asus, but both are great options.

Asus H110m, I have it and I totally advise it.

Also unless it is DDR3L which is not common to begin with you should just go DDR4 already, using normal DDR3 will stress the CPU and short the lifespan of it considerably.

Yes, that is an extremely reliable great quality budget friendly motherboard for locked CPUs, the i3 6100 will love to work with it. Do remember you gonna need DDR4 memory, I advise Corsair or Crucial value select 8gb single stick (2133mhz) so he can add another 8gb later if he feels the need or simply gets the extra money to burn on it.
