I did, but i run doom at 150fps, rocket league at 250fpss and scrap mechanics at 100fps. So there is no gpu intensive game. But when I run heaven it goes to 100% and stays there. But furmark its the same thing, I always get those spikes.

Does it manifest in game in the form of stuttering? If it's not affecting you while playing a game, I wouldn't worry about it.

Either you have a bad/insufficient power supply or it's a driver problem. Use DDU to unusual your drivers and reinstall the latest ones. If the issue didn't go away, I would look into changing your power supply.
