My FPS on screen makes me feel like I'm playing at 5 FPS

The title says it all. In game on OW right now it says I have 100 FPS, but I feel like I have 5.

 

What's happening?

60 hz, thing is... at the moment games are the only problem, I feel fine typing right now.

seems perfectly fine now... I guess I had to turn it on and off. Weird though.

Most problems can be fixed by 'turning it off and on again', however the circuitry still has 'juice' available to it.  What you should do is switch off then GIVE SUFFICIENT TIME FOR THE CAPACITORS TO DISCHARGE [1] before switching back on.

 

[1] Obviouslly this won't work with CRTs as they have capacitors that can hold charge for months.
