FTP and regular minecraft have vast diffrent demands on Ram and drive usage, FTP is much more demanding.

That Xeon doesn't have integrated graphics so you will need that spare card. Also that is pretty much complete overkill for a Minecraft server. A Xeon isn't really needed to host a minecraft server even if it meant to host 150 people. I think it is nothing an i3 or i5 couldn't handle but I suppose its your choice. But keep the 16GB of RAM... You'll need it.
