I'm using an 8GB GamingX RX480 on a 1680x1050 monitor. According to every benchmark in existence, I should never be getting under 60fps at maxed out settings in new games like DOOM and Arkham Knight. Instead, I get 45fps at high-normal settings, no post-FX. I have run several benchmarking programs, including Furmark, Userbenchmark, and both Firestrike and Time Spy in 3DMark. Each of those programs say my rig is performing better than most similar builds. However, I have yet to see proof of that.

I have no idea what could be causing my issues, everything is said to be fine.

Any background 'processes' that consume gpu usage is the first question that comes to mind.

 

Could be the CPU bottlenecking it.

 

Compare it on online resources - Framerates in certain games on RX 480... Bound to get a result to see if its only your system or... everyones.

it may actually be due to the monitor

what is display setting in game?

i wonder if it is scaling issue then

native game engine uses 1920x1080 then shrinking

so that would require extra compute time

without game dev to ask how there engine works this could be difficult to pin point

do you have a 1080 display that you may use see if same results occur?
