Nvidia GTX1060 Strix

hi guys i had a problem here , i just upgrade my Desktop Graphic card and Motherboard why i play dota it only show 60-70 FPS ? but i checked forum play dota 2 for GTX1060 it up to 120FPS 

May i know the issue ? or i need to upgrade my power supply also ? is that my power not enough ? or i need to upgrade my CPU ?

I Desktop Spec :

AMD phenom ii x4 965
Sabertooth 990fx r3

8GB DDR3 Ram

GTX 1060 Strix graphic card

1tb WD HDD

23" Acer FHD monitor 

Cooler Master GX650 Power Supply
