Not sure about non-commercial organisations, but Universities will often have their own DNS servers for use within their own network (typically for .edu). I'm not aware of any public DNS services from Universities. 

 

I would personally advise just using Google's Public DNS (8.8.8.8 and 8.8.4.4)

I think we have a university or something other state funded that host a public DNS in swede but I can't remember what it was.
