Windows 10 issues after BSOD

I got a BSOD while playing KSP and now I am unable to delete my KSP folder. When I try to it tells me I will need admin permissions, but after clicking continue it fails and tells me " You require permission from RILEY-LAPTOP\Riley to make changes to this folder. That is me of course. In fact, my whole common folder under steam is like this, I can't delete any games. I have tried the "Take permission" regedit, nothing. I have used CHKDSK, nothing. I have tried del "file path" with an adminstrator CMD prompt, still nothing. How else can I fix this?

A clean install will fix it immediately.

Other than a clean install.. I try to keep that as a last resort
