a H7 will be fine, even something like my shadow rock slim, can keep my 6600k cool with the fan spinning at 350rpm, and no case fans running.

They have temp protection.

It ill throttle itself if it gets over 90something degrees.

It definitely shouldn't overheat with the 212 evo fanless.

 

Even if the things do (somehow) get to 100 degrees, system will shut itself down to prevent damage, rather than melting down.

 

So fell free to try it.

I'd rather go with an overkill cooler + fan.

I am cooling my NAS-CPU (i3 6100) with a Dark Rock 3 with the included silent wing fan. Normally you cant hear a thing when its at 300rpm. But if there is load on the cpu it can ramp up and keep it cool.

Also if your are planning to have case fans anyway, that one fan at low rpm wont make a difference at all.

With 51 watts the Zalman FX-70 will be perfect for you (does it fit in a 4U case?). It's not to expensive and works great.

Sadly they stopped production some weeks ago, but there should still be plenty of stock.
