Yes, you should lower the fans to reduce noise output and since the CPU is at 35 it is around 3 times under the temperature limit. So even though your CPU may get a bit warmer but it still won't throttle, you will have a quieter gaming environment, win-win.

More like half of limit. 3x35=105 which would be auto-shutdown for Intel. That AMD chip has recommended max  temp around 60-70c.
