Windows 10 stuck on shutdown or restart loop

Dear All,

 

My PC sometimes stays in a loop whenever i try to restart or shut it down. There is always a spinning circle with either "restarting" or "shutting down" on the screen´.

 

This only happens sometimes. Is there a simple fix?

I have the same issue

 after about 2 minutes i just hold down the power button
