Is 290W OEM PSU enough for a 1050Ti?

You'll be fine. No CPU you'd expect to be paired with a 1050ti will draw so much power combined with a 1050ti that it'll exceed 290W. You also have a Delta PSU so you're likely in the clear.

So,  my friend is building a new PC.  He has a pre-built with a 290W PSU.  He wants to upgrade his PC with upcoming Ryzen 1400X and a 1050Ti.  Will this PSU be enough for his upgrade?

It'll be good enough for the 1050 TI.

 

It probably won't cut it for both the 1400X and the 1050 TI.

It's a Delta power supply so it should be good quality-wise. Even though the 1400X isn't even out, I'm willing to bet that power supply could run it with a GTX 1050Ti quite comfortably.

you could get a kill-a-watt gizmo and measure the power draw at the wall

the PSU should be enough

Assuming it doesn't have propriety cables, I'd say it'd work just fine.
