It's a bit of a gamble as you cannot determine what will coil whine just luck of the draw, sometimes it can from that specific PSU and specific card and another combination of the same hardware can not have that problem. You can try doing a few hours of stress test to see if it reduces it as sometimes that can help but not always.

You could try returning it/get an exchange.

From what I've seen, ASUS seemed to be fine with refunds/exchanges with their 1070 DUAL due to coil whine.

I could try. But I don't think it's normal to have this loud coil whine.

But I want an ITX graphics card for my new really small ITX build that I'm going to do. So my only hope is to get a new Gigabyte card because it's the only card that fits.
