Chrome is being rather annoying

Recently, I've been having this issue where if I open more than one window in Google Chrome I won't be able to use the tabs at the top (minimize, close, or even click that little thing to open more tabs). Now, it's gotten to the point where I can't click on the pop-ups(this: https://gyazo.com/222c02a41f513dafe7a4fc6f1283300b) that appear when you leave a page without clicking "post" or "save" or whatever.

 

I've tried:

• Reinstalling Chrome
• Disabling all extensions
• Removing all apps
• Ran multiple malware scans with Iobit Malware fighter, Malware Bytes, and Windows Defender found nothing

Got any ideas?

Yes, it's just Chrome. It makes watching porn very difficult to switch off.

As a resourse change to another browser like opera or vilvaldi those i recommend. also i recomend the program SUPER F4 for make sure that it does close. yes or yes

I had the same problem and I just got rid of it, though I'm not sure if it is permanent. I went into chrome://flags and disabled some overlay thing.
