Do you need a monitor and other peripherals? If so 400 euros is a very tight budget. I started piecing a build together on pcpartpicker.com without peripherals but it's really not possible, even a dual core pentium with HT and a 1050 would be way over budget. I think it would be best if you saved up another 200-300 euros and built something along the lines of this:

 

Ryzen 1300 or 1400x (these haven't come out yet but they will be the best price to performance quad cores ever released)

RX 470 (these sometimes go on sale for less than $150 US so you may be able to find a similar deal

8GB DDR4 RAM

Corsair CX450w PSU

Any budget case for MATX (I used the n400 for a budget build once, it was much cheaper when I bought it though)

Ryzen MATX motherboard (also haven't come out yet)

Storage doesn't matter much on a budget build but a SSD is very valuable if you want a snappy interface.

The above build should be about ~600 euros. With full peripherals another 200 (monitor, keyboard, mouse). This is basically a sweetspot 1080p build and has good upgrade potential.
