Transfer installation to another drive?

Is there a way to move my windows installation to another drive, while keeping all my programs and files? I am moving from a 120 GB ssd to a 250 GB ssd, so I want to know how to move everything to that. Any help would be appreciated. Thanks!

When I clone the disk, then for some reason it just boots back up to my old drive. And YES, I am booting from my new drive, but when I select my new drive in the boot menu, it still boots from the old drive. Is this something with the way windows is configured?
