So I have a monitor that supports 144hz but when I built it I didn't have any cords except for a DVI cable that could handle it.  When I go to my properties when I have the DVI cable in, it says it can run at 144hz, but when I go to the UFO test thing it maxes out at 75.  I thought ok I will just get an HDMI cable that can handle 144hz at 1080p.  I got one and it says It's max framerate is 60hz in the properties.  I have a 1080 so it should be pumping out all the frames.  what is happening?  also what is the max framerate for HDMI 1.4 at 1080p (My monitor doesn't have DisplayPort) I am probably doing something wrong

If I remember correctly, you need Dual Link DVI-D to have 144Hz. So that is a connector without the extra four pins on the side with the 'minus' which has extra pins on the other side. Look up a picture online and compare it to the cable you have.

Sorry I didn't say that but I do have one and it maxes out at 75

You wont be able to achieve 144hz@1080 on any kind of current HDMI cable. The Max for 1.4 is 120hz@1080 i think, but from my experience thats kinda sketchy or at least it was for me.
What monitor do you have exactly?
What Browser are you using?
Besides that i wouldnt recommend to use the UFO test. If you've got a 1080 just open any game, turn V-Sync on an check your fps. (Talking about the DVI config right now)

From what i know the UFO test website does not support microsoft Edge properly. So i really wouldnt trust to much on that. From my experience, if your windows Monitor properties allow you to select 144hz you actually got them. But as Ive said load up any game , V-Sync on and check your FPS, thats the only actual reliable test you can do

Now it says it maxes out at 60 with the Dual Link DVI-D cable

So youre trying to tell me if you start a game (What game exactly?) and turn on VSYNC in the games options your FPS Counter (Where is your FPS  counter from / what program exactly?) states 60?
And youre sure that you activated 144hz in Windows monitor options again?

I am playing factorio and I am using the steam fps counter and I am sure it is set to 144hz
