Motherboard won't post, CPU fan spins for half a second and continues every 2-4 seconds

Check those 4 pins on the lower right side. They might be the jumper to clean the CMOS.

Okay, so this is weird. I never in my life had mobo problems until now. I bought this mobo new, from ascendtech

 

So, motherboard model is:  Hp Ipisb-Ch 623914-001  

 

I have 1 ram stick in.

I have the 24 pin + 4 pin connected

I touch the 2 pins together with a screwdriver to turn it on

The CPU Cooler is a stock cooler I bought new from Amazon for lg 1155 socket.

I have tried the ram stick in all 4 slots.

I have tried a different ram stick

I have tried 2 different PSU. I actually am using the PSU that works on my sister's old AMD motherboard, so I know it's not a PSU issue

 

 

So, my problem is when I try to turn it on, the cpu fan spins for half a second and stops.  I've googled for hours but still not sure what to do. I've read that I need to reset some things. 

So I took out the cell battery for 30 seconds, put it back. 

Now I've read I need to find the jumper pins and reset those. I cannot find those on this board, here is a fat image:

OMG THANK YOU

 

I cleared the CMOS

 

Then I switched the red thing in the back of PSU and switched it back and it worked. Not sure if it was the CMOS or the red switch in the back of PSU but now my i7 2600 IS WORKING! FUCK YEAH

 

All used parts off e-bay ftw! lol
