New build huge problem please help UK

Ok today inbuilt a new pc and put ALL of my money towards it and something weird is happening it maybe a bad wire btw I have reseated ram and cpu Please help me! It keeps rebooting and doesn't go to bios!!!

can't really tell wha'ts happening from the vid - are the leds just going on and off or cycling really fast? or does it not post? try reinstalling everything on the mobo - especially the front i/o pins

If the LEDs cycle very fast then it's the PSU.
