First, I think you should've posted it in this section: https://linustechtips.com/main/forum/46-troubleshooting/

Second, I believe those FPS are caused by your CPU holding the GPU back. Have you checked CPU usage while gaming? This can be done through the software that's included with MSI Afterburner called RivaTunerStatisticsServer.

CPU: AMD Ryzen 7 5800X3D GPU: AMD Radeon RX 6900 XT 16GB GDDR6 Motherboard: MSI PRESTIGE X570 CREATION
AIO: Corsair H150i Pro RAM: Corsair Dominator Platinum RGB 32GB 3600MHz DDR4 Case: Lian Li PC-O11 Dynamic PSU: Corsair RM850x White

CPU is junk. Even though a GPU upgrade would be cool, you need a CPU upgrade more.

Your CPU is holding back the GPU then, as I predicted. 100% of usage means a CPU bottleneck, you need to upgrade the CPU. What is your upgrade budget?

Well not everyone is poor. And you can. Always save up. Unless your a kid with no job. Then You don't deserve it in the first place

I'm 16 and don't have a job, always ways to save up but he can easily go with even a Pentium G4560 or go with the used market and find a i5-2400, reuse his ram ect. Not all of my PC is purchased by me, but whatever wasn't was gifts for special occasions and deserving it from doing various tasks ect. Doesn't have to jump straight to the latest gen and a mid end PC.

No, proper response would to be to ask for his budget and if he can upgrade now or if he plans on upgrading to solve the issue.

Alright then, do you want to upgrade the GPU as well? It's not as bad as the CPU and can be upgraded later.

For 300$ you can get this (without the GPU):
