But it never lagged before.it ran just fine.

Try another USB port the one in front of your PC case etc, try another mouse, check if you have the correct drivers installed (motherboard, GPU etc.), start your pc without your GPU by taking it out.

Try another mouse, test it on all of your usb ports not just one, If you have another GPU then try it with that one otherwise do a clean install of Windows.

mine started doing that last week.  I am running a 6600k at 4.3ghz and a rx480 so it wasnt an issue of bottlenecking slow hardware.  It was really bad in games.  Frame rates in games like cs:go where I usually average about 280fps would be fine as long as I was staring straight ahead, but if I moved the mouse it would drop to single digits until I stopped moving it around.  Even on windows desktop dragging around a window was lagging.  I fixed it, but I honestly dont know exactly what it was that fixed it.  I thought it was the graphics driver and uninstalled them and reinstalled with about 5 different amd drivers with no luck.  When running a game, my cpu would spike to 100% usage and stay there, but my gpu usage was really low.  I launched a game in windowed mode so I could go back and forth between it and task manager and found one process that was a windows process that was causing the problem.  it wasnt even using that much cpu but as soon as I killed it everything was fine.  I could kill it and things would run perfect for a few minutes and but eventually windows would restart the process or I would restart my computer and it would happen again.  I dont remember what it was though.  In the end I used ddu and removed my graphics drivers.  I uninstalled pretty much everything I had that ran on startup, or that involved games like steam and battle.net and origin.  I uninstalled my logitech mouse software and a few other things I just didnt use anymore.  I went in device manager and removed all the mouse and keyboard entries that were there (did it last because your mouse and keyboard will stop working until you restart or at least unplug and replug your mouse).  I killed off most of the things that were left in the startup.  And then I started by reinstalling my graphics driver and everything was ok.  I one by one reinstalled everything that I actually used and havnt had a problem since then.  That has been about 3 or 4 days.  I honestly think it was something either with windows defender or the logitech software, but I didnt take the time to do the uninstalling individually so I cant point to anything in particular.

Well the problem came back for me tonight in the middle of playing overwatch.  I went through and killed everything that was running and stopped several services and the problem went away for me.  If I have time tomorrow I will try and figure out which one it is exactly that is causing problems for me and let you know.  It could be something unrelated between our systems causing the same problem.
