Overclocking the GPU is done from an application in windows, MSI afterburner, Precision X, and so on. On stock the stock BIOS don't worry about killing the card. Just watch some videos on youtube on your specific card to get the highest and most stable clock speeds

I am new to pc building and will be building my first this summer. I hope to overclock my gpu. Does overclocking a gpu involve going into the BIOS or is that all done through software from the gpu manufacturer?

I would recommend MSI Afterburner, as it is free and easy to use. Here's a hint, maxing your power limit won't hurt your GPU at all and can help in overclocking the core and memory. Remember when overclocking, always start low.
