i seriously dont know wtf is going on with my pc i recently got an i7 4790 and that fps issue in csgo wont go away i even uninstalled all the drivers and went back to win 7 its still the same like wtf any suggestion

i7 4790 
msi h81 eco
gtx 1060 6gb 
8gb ram
650w evga psu
500gb hdd

Check with task manager if there is anything that is eating resources, cause sometimes the Windows install shield will slow my games down to a crawl.
