Ryzen is coming up soon.  If you look at speculated/leaked prices here: http://wccftech.com/amd-ryzen-full-lineup-pricing-clock-speeds-leaked/, one of the ryzen 5 cpus would fit your budget, its just a matter of waiting for that and am4 mobos.

Sweet! I would HIGHLY recommend one of two things: an i3 of any variety (except the new k) OR an AMD FX 8320e WITH a replacement plan. While others may flag me for saying that, it is still a decent processor that can overclock like a monster. On top of that, if you decide to upgrade to any of the new Zen processors, you can simply "trade it in" and use the money to go toward you new processor//mobo. That being said, I believe any ram 8gb (id go to Amazon for this because its usually cheaper there), hyper t4 cooler, corsair spec-01, evga 500w 80+ psu, and either rx 470 or gtx 1050ti. you get $30 off your mobo, so go with a 970 for AMD or h110 for Intel.

It just depends on what games you want to play and how much upkeep you are willing to do for your rig.

No you would need a different processor to update the motherboard, because the motherboard most likely will not be compatible with a 7xxx series intel processor.

Why get a Tier 1 650W PSU for this build? You could easily fit an i3 or i5 into this build, no need for a $90 PSU
