New build problem

Hey guys, I finally finished my pc build, I was building a pc on a budget, so I decided to use my 5400rpm 500gb hard drive in order to save some money, but I've got a problem with it, my disk utilization is always at 99-100% and this makes windows boots very slow and sometimes "microsoft windows" stops working, and no matter what I'm doing, the disk utilization is always at 99-100%. Is it possible that I did something wrong on building? My PC case has a few 3.5 hard drive bays and as my hard drive is a 2.5 drive, I just left it on top of the 3.5 bays, is there a possibility that the vibration of the fans are causing the hard drive to go really slow?

Could be a faulty disk drive when did you buy this?

It's not the hardware this is an issue with Windows, I've fixed it a couple times before at work you can google around for what services need to be stopped / restarted or just re-install windows should do the trick

I don't think so, the disk was working fine right after I took it from my laptop.

I'd just wipe Windows and start over.
As for slow boot times, it's part of having a 5400 rpm drive.

I made a reinstall via windows settings, but I'm planning on doing a clean reinstall with my flash drive, is there a chance that the windows reinstall option didn't fix it?

A clean install is always best, using Windows to do it has never been a good choice from my personal experience, completely format the driver and install windows, download service pack 1 if it's windows 7 and update from there

Do you have a fast boot option thats disabled in BIOS?

Update: I reinstalled windows 10, a clean install now, and it seemed to fix it temporarily, but now it is even worse, not only the disk makes my pc snail slow but now windows sometimes blue screens, restarts and after that I can't get into windows and get a message saying there's no boot device, I can fix that by going to the BIOS and resetting the defaults, but that can't be good, yesterday I suspended my pc and woke up today to that same "no boot device" message. What can I do? I already tried switching SATA ports.

Perhaps your HDD is dying.

I just finished some cable management on my pc and as I had my pc open, I looked if the SATA cable wasn't properly connected and reconnected the cable. When I turned the PC on, I had an even worse headache with this hard drive problem, that "no boot device detected" message showed up, as I expected, but this time, the disk wasn't even being recognized in the BIOS, after some reboots, a message showed asking me to use my windows cd to repair windows, I ignored it and rebooted the pc and I finally got it to show up in the BIOS, I selected it as the boot drive, and the HDD led turned on but windows loaded normally (still slow as f*** though) and now that I'm into windows, sometimes the HDD led turns off, sometimes flashes, etc. I find it very weird that the HDD is dying because as I said, it was working perfectly fine before I took it from my laptop to put it in my desktop and eindows loads were fairly fast (for a 5400rpm drive).

Have you tried a different cable.

I don't have any other cable, is it possible that bad contact between the sata port pins and the sata cable pins is causing this?

Could just be a faulty cable. I've seen cables in various parts do odd things. You should buy another one.

Have you tried using a different power connector for the drive as well?
