Its totally possible GPU and CPU are different, and since GPUs use a standardized connection, the company of the GPU doesn't matter.

I wouldn't recommend AMD CPUs until Ryzen is released though, unless you are using a low-performance card like the GTX 1050ti or less.

^Using my RX480 just fine with my fx cpu thank you....

As for the op, the question feels a bit abstract but if you're wondering if you can use amd motherboards with Nvidia graphic cards, then yes you can use them together.

He didn't say don't use the older AMD stuff at all, he just said it would be probably be more beneficial to wait for Ryzen to come out to buy AMD.

Rather then rushing it its better to just save some money and when you do get around to do it you get something that lasts you a while with good performance.

what can you suggest if I want to build a pc with $600 budget?if you may..

With ryzen so close it's honestly better to wait what it has to offer before making any plans. This is my honest advice. It could be the game changer everyone hopes, or it could be another fx scenario. But with 600$ you should be able to get a decent gaming pc.

can i use ryzen with my current pc specs?with my cpu?

Do not forget that not ANYONE has the budget big enough to go with Ryzen, I5's or better cards than 1060s.
