There'll always be bottlenecks somewhere, just only noticeable in certain tasks.

Why that storage configuration though?

A M.2 SSD, then a SATA (?) SSD and then 2 regular hard drives.

I'd at least drop the SSDs to a single (NVME capable!) M.2 drive.

Oh, and if this is mainly a gaming rig, I'd rather pair the 1070 with an I5 than to pay for an I7.

Bottlenecking is a term that gets thrown around a lot here - mostly in the wrong context. Technically, anything that is the limiting factor in your system is a bottleneck. Realistically though, a bottleneck only matters if it significantly holds back your system from performing properly.

Eg: An i5 paired with a Titan XP. The i5 could hypothetically be called a bottleneck, but if you're gaming on that system, they would pair well together.

Eg #2: A Pentium 4 paired with a Titan XP is definitely a bottleneck, because the Titan XP would never even reach a small percentage of it's potential.

There's nothing obviously wrong with the system you've listed. Although there are certainly some odd part choices.
