I'm going to assume vermogen translates to usage or thereabouts in English and if that's the case, from the screenshots of Afterburner your GPU isn't being used.

Also do you have windows 10? if so make sure DSR or whatever xbox DSR crap is disabled since that messes CSGO up real bad.

I'm really not sure what's going on, neither your CPU or your GPU are clock up as they should be. Did you mess around in your BIOS when you put the computer together?

I would check the pci-e power cable is in right spot in PSU. Either try different slot in psu, and it seems it comes from same source both connectors, well it's usually ok, but just in case of testing, run separate cables for each pci-e power slots. it might affect or not. 

Afterburner didn't show any crazy thermals, but i would add few fans front of the case. to get little balanced presure.

Also is your 8 pin cpu power cable connected? don't see it in pic. 

There "might" be also some software issues if you have had different GPU in the os install. but i doup it.

WHat else, Check cables, test cables, check software, reinstall drivers... umm well clean install of os, but that might not fix the issue anyway... I can feel your frustration. 

I hope you get it fixed.
