I've been through about 20 7700k CPUs to date and I've only had a few that sucked and wouldn't do 5 GHz without excessive voltage.  I've had a few that break 5.2/5.3 with delidding.

 

In addition to the lower voltage, efficiency has increased nicely.  A 7700k at 5 GHz runs as much current across the chip as a 6700k at 4.7 GHz.

More processing is occurring in the same size CPU with similar IHS.  It's going to get warmer.  It's faster.
