eh thermal throttle? edit: sorry, read it fully now, but no it will not affect preformence. i would still look at the tempratures.

My 3.9ghz cpu says 3.82 in task manager.

Its not accurate.

Use cpuz

Also.. cpus do declock unless setup not to.

The Windows task manager is known for being unreliable when it comes to providing cpu information.

 

Use CPU-Z. Plus, the cpu being constantly at max speed is just a waste of energy.

Every modern cpu has power saving features so that when the user is not doing anything stressfull the CPU automatically downclocks/undervolts itself to save power and lower the temperatures. When more power is needed it clocks itself back up pretty much instantly, so there is no reason for you to be running the system like this 24/7.

When using the power.. my clocks stay high at the intended boost clock.

When idle, 800-1.2ghz.

Yours seems to be working fine.

Just Windows being Windows.

Use a proper monitoring tool like HWMonitor!
