RCA tablet youtube lag

I have an RCA Maven Pro 11.6 tablet with Android 5.0 Lollipop. Whenever I watch a youtube video through the youtube app or google chrome browser, the video stutters and lags. i've tried clearing the cache for all of my apps, uninstalling/reinstalling the youtube app but it still stutters and lags. If i watch a video on another app like twitch it plays smoothly. If i watch a video offline with an app like vlc, it also plays smoothly. I know it's not my internet connection because i have another tablet and the youtube videos play smoothly. Anyone else have this issue? Thanks
