They are identical pcb and chips. The only difference is the overclock. If you are not comfortable ocing yourself get the oc edition, but if you are comfortable ocing get the regular.

Μην πάρεις την OC version δεν αξίζει. Απλώς είναι ένα overclock από το εργοστάσιο που μπορείς να το φτάσεις εσύ με 2 λεπτά δουλειάς, τίποτα άλλο δεν είναι διαφορετικό από την κανονική έκδοση.

translation for the rest of ya: No don't buy the OC version, the only extra thing it has is a factory overclock that you can achieve with 2 minutes of tinkering the sliders, nothing else is different than the standard one.

The cards will boost over the advertised clock speeds. Even over the oc version. Not worth it to me.

I have both the stock RX 480, and the founders edition GTX 1060, along with a zotac GTX 1060 (3gb) mini, and as far as my testing has gone, the GTX 1060 can overclock to a base clock of 2000 mhz in both of my cards, and my zotac mini one has reached 2,229 mhz core clock speed with boost disabled.

The RX 480 couldn't get above 1400 mhz, and consistently scored lower than the GTX 1060, so if you know what you are doing, and would like a better card for cheaper, get the GTX 1060, it really isn't too hard to overclock, just get a "Gold" rated 500 watt power supply, and you're good.

To answer the OP, get the non overclocked version, I prefer the GTX 1060 (mini) by Zotac, it comes in 3gb, and 6gb versions, I got the 3gb, and it is really easy to overclock, +500 mhz is not an issue if you have a gold rated power supply of 500 watts or more. I would prefer 650 watts.

I still prefer the rx480 but each to his own I guess. :)

i got corsair RM650x psu

 

will the non oc version overclock the same as the OC version

 

for example if i OC the NON OC version is it possible to get same speeds as if i were OCing the OC version?

I cannot say the OC version will be any better than the non OC version, it's probably just like 50 mhz overclock or something small for marketing, I'd get the non overclocking version and experiment with overclocking without messing with voltage so you know what to do, it will bring you a higher overclock than the OC'd version, and you don't have to pay for the extra fee.
