Pc wont turn on

my brother pc wont turn on.

example: when I turn on the pc it went on and off over and over again. like on for 3 sec and off 3 sec.

is the PSU broken or what?

Had something similar happen to my friend, try leaving one ram stick out or just switch ram slots maybe this helps

I had the same issue, turns out 1 of my sticks were dead, and the first DIMM slot was dead. That will be your best bet on fixing the issue.
