Remote plug over (internet) not wifi

So dont ask how, or why. But my PC (if in any state thats not powered off, eg hibernated, sleep) will turn itself back on. No this is not a problem, I am actually trying to make use of it. (I could fix this and use WOL yes, I do have a raspberry Pi for my WOL but yeah)

Im looking for some sort of smart plug (under £20/30) that I can control over the internet, and NOT just over wifi.

Would need to not require port forwarding and such as I live in student accommodation and don't have access to accommodation routers.

So yeah, internet plug is all I need?

This should do it for you: https://www.amazon.com/Smart-Wi-Fi-Enabled-Works-Amazon/dp/B01NBI0A6R/

It connects to the internet using WiFi, but you can still control it remotely over the internet. http://www.belkin.com/us/support-article?articleNum=70952

It would be quite a bit more expensive, but a better way to do it would be with an isolated contactor: https://www.amazon.com/GoControl-Z-Wave-Isolated-Contact-Fixture/dp/B00ER6MH22/

Basically you'd put this inline with the power button of your computer to simulate pressing it, so you could still have a soft shutdown rather than just yanking the plug (although you could just remote in and do a shutdown...). It would also require a Zwave hub though, with my preferred one being the Smartthings hub for ~$100... although it would come with tons of other uses.

Like the idea of the isolated contactor but def not going to spend so much money on a switch for my pc
