Can't max out fps in old game??

Am I doing something wrong??

 

I can't seem to max out the game which is capped at 140 fps

 

The game is old and my PC runs at 4.5 GHz 

 

Pushing my graphics card to the max doesn't even do anything since the game doesn't use up much graphics

The game is most likely have FPS cap to itself. I find odd that my Counter Strike CZ capped at 90

FYI 6950x runs at 3 GHz boost to 3.5

There is no afaik pentium running at 4.5

The game is Warrock, I have i5-6600k at 4.5 GHz, Asus geforce gtx 1060 dual oc. I play on High/low settings but again it doesn't use up much graphics. I monitor the graphics card usage and it is barely being used and the fans don't even need to spin

It should be:

I got the 6800k btw. They were out of stock on the 5820k but I was able to overclock the 6800k to 4.5ghz @1.375v

probably could go higher, but I prefer acoustics over raw clocks
