If I configured a drop rule for packets being sent to a specific node's ip would that effectively remove their internet leaving their browser as worthless as IE?

If you don't want the browser do do anything, just don't plug in the internet.

I wish to configure my router to 'loose' the data being sent to a specific PC in my home.

yep that should work, but would be very easy to get past if they know what there doing.

 

Also, this is a problem you solve talking to the person, not by tweaking the firewall.
