Would you recommend this gpu to replace my rx 460?

Worst case it dies in a year and OP has to replace it. If this was a build plan sure I'd tell OP to get something else, but they already have it. If it was a 500W1 then yeah.

Also do realize that GTX 1070s draw 200W at most (OC) and 150W usually.
