PC Will Not Stop Trilling

I have just built my new computer within the last 4 months and about a week ago I noticed it will not stop making a annoying trilling noise. I have tried restarting, messing with my fan and water cooler pump speeds but nothing will stop it. I have no idea what it is coming from or how to fix it.

When I first built my PC it was making an annoying noise. I finally figured out that the wire which was wrapped around the CPU heat sink fan was slightly touching the fan underneath so I had to mess around with it for a little bit and once it was not touching the fan, it stopped. Maybe your problem is something of the same sort.
