Awkward stuttering in Chrome

I'm using a cheap USB wifi connector and of the advertised 150Mbps I'm getting at most 3Mbps (I'm currently fluctuating between 500Kbps and 1.5 Mbps). Chrome seems to not appreciate this and randomly stops for ~5 seconds but other than that my system is fine.

Here's the link to the usb adapter. My specs are i5-6500, 8gb of ddr4 ram, SSD with windows and chrome on it, and an RX 480.

Is ethernet works for you w/o stutters?

I personally can't get ethernet over to me but on another PC it works remarkable well. Would it have something to do with the router being on the 2.4Ghz band and it being used by the majority of my family? Or is it because the usb has short range?
