If you have stock GPU like reference PCB design you should able to get H55 or nzxt x31 addon with GPU bracket (Called G10). Personally is not worth the hassle, as it won't be true 1 slot card as the back IO of gpu is still going to be 2.

see but i was thinking more along the lines of a low profile air cooler, then I could fit it into a smaller slot and not have to worry about a radiator

Pretty much impossible unless you use some zip tiles and i would say the temperature won't be great if you using lower profile cpu cooler anyways. Even than the cooler heat sink will be one slot high. After adding the fans it won't be.

you can't even get a that low profile cooler that it would make the cart one slot in height. even the noctua one is taller.

The card most definitely will just overheat if you tried that or throttle severely if you really shrink the cooler on powerful cards. Installing a CPU cooler I would say is not going to be smaller than a GPU cooler unless you went with a full cover waterblock.
