Windows not booting past the logo

So, I bought a new cpu for my pc, a xeon E5430. I looked around on the internet and found that it should work. I modded the mobo and it booted into windows. Then I restarted the PC and now it won't get past the windows logo. Not even when I try to boot from a usb stick that has windows 10. It works fine with another cpu (E6400). I have tried updating bios. It booted once but it said in task manager that it was running the E6400 even though the E5430 was in the pc. In CPU-Z it said that it was running the xeon but at the E6400 speeds. Then I restarted and it won't boot again.

For anyone with the same problem, ubuntu works so go try other operating systems

I've actually had this problem once. shotdown the PC, unplug the hard drive and boot into the BIOS. Reset the BIOS to it's defaults and shutdown and plug in the hard drive back in and boot the computer.
